Off the CUPF Podcast: Episode 1

The Office of Community Use of Public Facilities (CUPF) would like to officially announce the launch of our podcast titled, Off the CUPF: Community Use of Public Facilities Podcast. Similar to other successful Montgomery County Government Podcasts, CUPF will be incorporating a structured format, which will include various off script segments that will provide in greater detail, information that will be beneficial to all users. 

Our first podcast episode called, "Welcome to the Wonderful World of Community Use of Public Facilities, We Are CUPF!" includes an informative discussion with CUPF Director, Ramona Bell-Pearson and CUPF Communications and Outreach Specialist, Derek Ross. Our first episode will be answering questions related to community use, all while enlightening the community about CUPF Opening Day Reservations. 

We are greatly appreciative of this opportunity to share additional information regarding CUPF services. NEW! User Guidebooks Now Available

New Resources for You

We have released two User Guidebooks for our current user groups and those who are exploring the idea of using public facilities for their community events and activities. 

Included in each User Guidebook is comprehensive information about our program, links to forms, contact information, and much more! Additionally, the packet includes a revised Facility Use License Agreement (FULA). The FULA is the most important document to be familiar with when using public facilities. 

Effective March 1, 2023, these new and revised documents will be included when a reservation is accepted by each user making reservations.

Rising Ron! CUPF's Core Services Manager, Ron Maxson, Among County's High Risers


The County Executive and Chief Administrative Officer recognized CUPF's own, Ron Maxson, as a High Riser among County employees. Ron  manages the Community Use of Public Facilities (CUPF) Core Services Team. The team handles the extensive task of creating and finalizing the thousands of permits that authorize community use of County facilities.

At the beginning of the County’s COVID-19 response, facility closures resulted in uncertainty for permit holders and staff members. Ron tirelessly managed his team through thousands of cancellations while transitioning his staff to a 100 percent telework environment. He continues to find telework opportunities for his Staff by matching them with other Departments that need support such as MC311, Board of Elections, Human Resources and other assignments as they become available. He works to place staff in situations that allow them to be comfortable while gaining new experiences that will benefit their professional growth. This is very difficult to do at a time when the team is teleworking, and meeting unusual demands created by this COVID-19 event.

At the beginning of this event, Ron provided support to all CUPF team members and ensured his staff had the necessary resources, equipment and knowledge to successfully perform their responsibilities. Ron holds weekly virtual team meetings and encourages everyone to participate through video to personally connect while doing business.

He also serves as a liaison to community users, nonprofits, public schools, and the recreation and parks departments. Ron is an invaluable resource in helping CUPF explain the unusual status of the permitting process while operating under this COVID-19 event.

Ron is a pillar of strength to CUPF with his 18 years of service and prior 13 years of service to the Montgomery County Police Department. Ron’s calm and knowledgeable manner helps his team learn and perform in a comfortable environment.

ICB-CUPF: 41 Years Alliance Guaranteeing Community Use of County's Public Facilities


On Wednesday September 18, the ICB (Interagency Coordinating Board) held its third quarterly meeting at the CUPF main office in Rockville. The Board listened and weighed in on several issues ranging from fee collection procedures, Montgomery Parks field maintenance and more.  

A couple of the Board members also opined on the draft of the Update to the Strategic Plan 2018-2021 Report they received ahead of their meeting from the CUPF Executive Director. The report is a joint initiative allowing both the ICB and CUPF to set priorities and mutual goals that they seek to meet within those four years, to fulfill their mission of facilitating use and access to public facilities. The Board’s next and final meeting of the year is scheduled for the second Wednesday of December 2019.   

What is the ICB?

The ICB is a 12-member Board consisting of MCPS Superintendent, the County’s Chief Administrative Officer, Montgomery College President, or their Alternates, the President of the Board of Education, the Council’s Staff Administrator, 1 Citizen Representative appointed by the MCPS Superintendent, 2 Principals representing the Montgomery County Association of Principals & Administrators, 1 member from the Montgomery County Planning Board, and 3 Citizens representing the community. The ICB is responsible for setting policy and budget guidelines for CUPF. This month we celebrate the ICB and CUPF 41st year of partnership as an Enterprise Agency within the County government that is responsible for permitting county public facilities for community use, and at a reasonable cost. Even today there are many people unfamiliar with CUPF and the community use program, which means they do not know that they can request a permit online via the portal known as ActiveMontgomery. The community use program was more esoteric when first mandated by County Council.     

This organization was originally named the Interagency Coordinating Board for Community Use of Educational Facilities and Services (CUES), also known as Community Use of Schools (CUS), and was established by law in October 1978, the same year that the County Council and County Executive adopted the School Facilities Utilization Act.

Until 1985, 25-to-30% of CUPF’s annual budget came from the County General Fund while fees for permits covered the balance. Since 1985, CUPF has been 100% financially self-sustaining as an Enterprise Agency, meaning that CUPF is not supported by taxpayers’ monies, but generates its own revenues to cover operational costs. 

The Agency’s first Director was Dr. Gail Ayers, who was hired between late 1978 to early 1979 and stayed at the helm until 1998. She was replaced was Ginny Gong, the proud daughter of Chinese immigrants and a former MCPS teacher. Ginny retired in May 2018, setting the stage for CUPF’s third Director, Ramona Bell-Pearson, a former County Attorney and Assistant Chief Administrative Officer.      

At CUPF’s inception in 1978 there were merely 15 MCPS facilities available for community use. By December 1984 only two more schools were added, which could explain the earlier resistance by many MCPS schools to open their facilities for community use. It wasn’t until 2010 that all MCPS schools and other County facilities like the Silver Spring Civic Building-at Veterans Plaza would integrate into the community use program under CUPF.

Currently, 274 indoor centers that include 207 MCPS schools, and some 310 fields across the county are permitted by CUPF. So far this year, CUPF has issued over 25,000 permits; that’s 1,000 more permits than in 2018. Indeed, ICB-CUPF has been meeting the primary goal of making County public facilities more available for community use.

Supporting MCPS Summer Energy Conservation & Mold Prevention at Schools



On May 9, 2019, MCPS Chief Operating Officer, Andrew M. Zuckerman sent out a Memo to all of the 200+ school principals and other recipients like CUPF, to reiterate the school system’s energy conservation plan, as well as suggesting best practices for users to prevent mold growth in school buildings during the hot summer months.

The memo describes the exorbitant cost of electricity use(d) during the summer months, especially in the peak period from mid-afternoon to early evening. The summer-afternoon cost of electricity can be eight to ten times more expensive at times than on a non-summer day. About 15% percent of the MCPS annual electricity cost (which is approximately $4 million) is charged for the power used during in just the two-hour span of high demand, which is from 3:00 p.m. to 5:00 p.m.

The hour with the most use is between 4:00 pm and 5:00 pm. Also, in the Memo are measures and best practices adopted by MCPS Energy Management team to prevent the growth of mold in school buildings. One of the practices is for school tenants and community users to keep building windows and entry doors closed when the air conditioning is on. That simple task will ward off air infiltration, which often causes humidity that eventually leads to mold growth. In addition to being unhealthy, mold growth can cause damage to a building.

This is why CUPF supports MCPS’ summer energy conservation policy and mold prevention in school buildings by systematically restricting indoor community use of schools between 3 p.m. and 5 p.m. Energy conservation at the schools is not limited only to these two hours; it must be observed throughout the night and weekend also. By adhering to the energy plan and the rules on the permit, MCPS schools requested for community use will continue to be available when needed.
