Recently, CUPF announced that fee structure changes are coming soon for the use of public facilities. Read the announcement here.
We are explicitly addressing PTA organizations in this announcement below, which include Parent-Teacher Associations, Parent-Teacher-Student Associations, and Montgomery County Council of Parent-Teacher Associations, to share the impact such will have on activities effective the 2025-2026 school year.
Our fee study contractor, our staff, and members of the Interagency Coordinating Board (ICB) feel strongly that because PTA organizations advocate for students, parents, and teachers of MCPS and their mission and fundraising activities fully support such, their use of public school facilities should be considered internal school/MCPS use. Effective for dates of use on or after August 25, 2025, the Office of Community Use of Public Facilities (CUPF) will no longer charge fees to Montgomery County PTA organizations.
It is important to note that all use must be reserved with CUPF by the school to ensure the space is blocked, HVAC is scheduled, and there are no conflicts with community use. PTA organizations should work closely with their home school to have them submit requests on their behalf. Schools may bill the PTA for staff costs as necessary—the same as the school would pay for their own internal use. PTA use may not be reserved via ActiveMONTGOMERY or any means other than a direct administrative booking request from school staff via the existing process for internal school use. Similarly, all changes and cancellations of reservations must be submitted to CUPF by the school.
The school must submit PTA reservations no later than September 15, annually, to receive priority placement—the same as internal school use.
Since accounts in ActiveMONTGOMERY are no longer necessary for PTA organizations, they will be closed before August 15, 2025. Account balances must be paid in full by the close of the 2024-2025 school year to avoid collections action.
CUPF will provide additional guidance within our online User Guidebook for School Facilities in the coming weeks. Please continue to check this resource for updates as they become available: Community Use Bridge: Parent-Teacher Association (PTA/ PTSA) Use
